HIS BRITANNIC MAJESTY'S CONSULATE GENERAL,

CANTON.

September 12th, 1903.

Surely in such a question the Commissioner of Customs might well...

Sir Ernest Satow, G.C.M.G.,

His Majesty's Minister,

Peking.
