With reference to my despatch No.34 of the 29th August, regarding the withdrawal by the Viceroy of the prohibition of the export of cattle from Kuangsi, I have the honour to enclose copy of a Despatch which I have this day received from His Majesty's Consul at Wuchow.
According to this despatch it would appear that the Commissioner of Customs, while acting on the Viceroy's instructions in the first instance to prohibit the export, now refuses to act on the Viceroy's instructions withdrawing the prohibition, without first receiving orders from Peking. Surely in such a question the Commissioner of Customs might well...
